Error "The Certificate Issuer for this site is untrusted or unknown" or "(50041, 41143, 34) LM_TS_CONNECTION FAILED" Activating or Deactivating

Issue

When activating or deactivating Tableau Server or Tableau Desktop, the process might fail with one of the following error messages:
 
  • The Certificate Issuer for this site is untrusted or unknown. Do you wish to proceed?
  • com.tableausoftware.license.dll.ConnectException: Function flxActSvrReturnSend returned error (50041, 41143, 34) LM_TS_CONNECTION FAILED 
    Tableau could not connect to the licensing server or FlexNet Operations Server. 
    Verify the product key is correct and the primary or online licensing server can be accessed by ports 27000-27009​
  • We were unable to deactivate the product. Make sure you are connected to the internet and try again. Alternatively, save an activation file and go to http://www.tableau.com/activation to create the activation process.​

Resolution

Option 1

Modify your firewall rules to allow traffic for the following domains: 
  • ctldl.windowsupdate.com
  • ocsp.thawte.com
  • tg.symcd.com
  • crl.thawte.com
  • tg.symcb.com

Option 2

Use offline activation. For more information, see Activation.

Option 3

If you are connected to the Internet via a secure VPN or a secure network, and you can disconnect from the VPN or connect to an alternate network, this may resolve the issue.

Cause

A conflict is preventing the download of the Certificate Trust List (CTL) and Certificate Authority (CA) certificates. Because of this, Windows is unable to verify that the SSL certificate from licensing.tableau.com is valid and trusted.
