Error "Missing password. Invalid username or password" Refreshing Snowflake Extracts in Tableau Cloud or Tableau Server 2018.2

When refreshing an extract connected to a Snowflake data source in Tableau Cloud or Tableau Server 2018.2, the refresh tasks fails with the following error:
Missing password. Invalid username or password.
Tableau Server 2018.2
Tableau Cloud 2018.2
Upgrade to Tableau Server 2019.2 or later.
If you cannot upgrade, the following Workarounds are available:
Option 1 1. Download the affected workbook or data source locally and open in Tableau Desktop 2018.1 or later. 2. Re-embed the Snowflake database credentials. 3. Republish workbook to Tableau Cloud or Tableau Server, overwriting the previous workbook.
Option 2 1. Download each affected workbook locally and open in any version of Tableau Desktop. 2. Refresh the Snowflake extract from Tableau Desktop by right clicking on the data source and navigating to Extract > Refresh 3. Republish workbook to Tableau Cloud or Tableau Server, overwriting the previous workbook.
The error is occurring due to an authentication mismatch after the extract successfully refreshes the first time. This behavior was caused by a known issue, ID 806157, which has been fixed in Tableau Server 2019.2. and later versions.
