Unable to Create New Workbook From Published Data Source with Explorer Site Role

After an upgrade to 2018.1, when a user with the Interactor/Explorer site role tries to create a new workbook from a published data source for an ad-hoc query, the "new workbook" option is unavailable.

Option 1
As a Tableau Server/Site Administrator, grant Explorer (Can Publish) permissions to affected users. Necessary restrictions can then be placed by project, group, or user for users who are not meant to be able to save/publish.

Option 2
Use a blank workbook in Tableau Desktop to run ad-hoc queries against the published data source.

Option 3
As a Tableau Server/Site Administrator, publish a workbook connecting to the data source with a sample sheet so that others can use this to create ad-hoc queries against that data source. 


This is a known issue, ID 800209, and is currently under investigation with our Development team.

Permissions can also be managed using the REST API and tabcmd.
