Refreshes Fail in Tableau Bridge 2018.2 with Error: "Tabprotosrv cannot start or shut down unexpectedly"

Issue

Extract refreshes scheduled in Tableau Bridge 2018.2 may fail with the following error:
status code=3001. Failed to refresh data source: <data source name> due to the followin gerror:
IPC_NamedPipe::Select(WaitForMultipleObjects): Timeout. Tabprotosrv cannot start or shut down unexpectedly.
Unable to connect to the server "<server name>".
Check that the server is running and that you have access privileges to the requested database.

Refreshes in Tableau Bridge 2018.1 and Tableau Desktop 2018.2 succeed.

Cause

Known Issue 808869 in Tableau Bridge 2018.2 caused extract refreshes to fail in certain environments.  This issue was resolved in Tableau Bridge 2018.3.0.18.1016.2147.
