If you are unable to upgrade, run the following commands to disable the Lazy Connection Exception feature and restart the server:
tsm configuration set -k features.LazyConnectExceptionEnabled -v false tsm pending-changes apply
This issue (ID: 991328) was caused by a setting meant to improve Tableau Online monitoring, and is resolved in version 2019.3.1 of Tableau Server. It was resolved for Tableau Online users as of September 13th, 2019.
