Error "We are unable to activate the product" When Activating Tableau Server

Issue

When activating Tableau Server on a computer with an internet connection, the following error might occur:

We are unable to activate the product

Additionally, the following error might appear in the logs:

Tableau could not connect to the licensing server or FlexNet Operations Server. Verify the product key is correct and the primary or online licensing server can be accessed by ports 27000-27009. 
 
Activation succeeds when Fiddler is running.

Resolution

The computer on which Tableau Server is installed is missing a certificate from the Tableau certificate store. Please see the Internet Access Requirements article in Product Help.

Cause

The computer on which Tableau Server is installed is missing a certificate from the Tableau certificate store. Visiting licensing.tableausoftware.com adds the certificate to the certificate store, and allows the activation to take place using the activation utility.
