Error code B19090E0 when Trying to Create Salesforce Marketing Cloud Extract

When creating an extract with Salesforce Marketing Cloud, Tableau Desktop may return the following "permission failed" error:
An error occurred while communicating with the Salesforce Marketing Cloud data source 'Salesforce Marketing Cloud'
Bad Connection: Tableau could not connect to the data source.
Error Code: B19090E0
[soap:Client] User Not Authorized.
Unable to connect to the Salesforce Marketing Cloud server “Salesforce Marketing Cloud”. Check that the server is running and that you have access privileges to the requested database.
Connector Class: cdata_sfmarketingcloud, Version: 21.8272.0
