Issue
When publishing a workbook to Tableau Cloud and impacted Tableau Server versions, or after upgrading to an impacted Tableau Server version, the custom format on a major axis does not work as expected.

Resolution
Workaround :
Use server rendering. Add?:render=false at the end of the view's URL.

Client-side rendering can be fully disabled across the environment by following the instructions here, but please note that moving rendering to Tableau Server will increase resource consumption and can cause strain to the environment. Please proceed with caution.
