In Tableau Online, the site administrators are unable to disable the feature for auto suspension of extract refreshes for inactive workbooks.

Use one of the below workaround options:
  1. Switch from extracts to live connections
  2. Reduce the refresh frequency to weekly
  3. Switch the refresh schedule type from full to incremental
  4. Publish the data sources individually, and refresh the published data sources rather than the workbook itself
  5. Create a subscription or data driven alert for the workbook

The ability to disable the site-level setting for the Automatically Suspend Extract Refreshes for Inactive Workbooks feature is not currently built into Tableau Online.
