1. Create following calculations:

[Is Total?]

WINDOW_COUNT(ATTR((DATEPART('year', [Order Date])*100 + DATEPART('month', [Order Date]))))=0

[Percentile]

IF [Is Total?] THEN 0.1 ELSE
SUM([Number of Records])/WINDOW_MAX(SUM([Number of Records]))*0.9
END

[Axis]

IF [Is Total?] THEN 
WINDOW_MAX(MAX({FIXED (DATEPART('year', [Order Date])*100 + DATEPART('month', [Order Date])),[Category]:SUM([Number of Records])}))/0.95
/10*ATTR(MONTH([Order Date]))
END

[Label]

IF [Is Total?] THEN [Axis] ELSE SUM([Number of Records]) END

2. Drag [Percentile] to [Rows] instead of SUM([Number of Records])

3. Drag MONTH([Order Date]) to [Detail]

4. Right click on [Percentile] in [Rows] -> [Edit Table Calculation]

Nested Calculations

[Is Total?] : Table (across)

[Percentile] : Specific Dimensions -> Check Month of Order Date & Month, Year of Order Date

5. [Analysis] -> [Totals] -> Check [Show Row Grand Totals] & [Row Totals to Left]

6. Drag [Is Total?] to [Color]

7. Edit Colors to set color of True the same as background

8. Drag [Label] to [Label]

9. Right click on [Label]] in [Label]] -> [Edit Table Calculation]

Nested Calculations

[Is Total?] : Table (across)

[Axis] : Specific Dimensions -> Check Month of Order Date & Month, Year of Order Date

10. Right click on [Percentile] in [Rows] -> click [Show Header] to hide header

11. Right click on [Grand Total] label -> [Format] to set Label of Grand Totals as blank

12.  Right click on [MONTH([Order Date])] in [Detail] -> [Sort] 

Sort By: Data source order

Sort Order: Descending 

13. Right click on [Label]] in [Label]] -> [Format] to set [Number Format]

Cause

The ability to set independent axis range by page is not built into the product currently.
