Workaround
Create 2 dimensions in the original data source, one for State(都道府県), and one for Counties(郡).Add both State(都道府県) and Counties(郡) to the view.

Additional Information
This can happen with other regions/maps when there are duplicate names where you need more contexts to distinguish/clear the ambiguities e.g.| Country | State | City |
| Canada | Nova Scotia | Sydney |
| Australia | New South Wales | Sydney |
