How to give a user the ability to create projects but disallow the ability to change project permissions?

Set the user as an Explorer (can publish) or Creator and owner of nested project, then lock the parent project as demonstrated in the steps below.
  1. Assign the user the Explorer (can publish) or Creator site role.
  2. Create a nested project in a parent project.
  3. Check the parent project's permissions to make sure the user is not a project leader.
  4. Assign the user as the nested project owner.
  5. Lock the permission of the parent project.
Now the user can create new projects within the nested project, but will be unable to change the permission of the nested project or its contents.
