How to show the axes when all filters are unselected?

Answer

If you create a Set, you can show/hide the measures with the Set control keeping the axis visible. Below is an example using the Sample - Superstore data.  Find a sample workbook attached to this article where you can follow along with the steps outlined below.  

1. Right-click Category and select Create > Set.
2. Create a calculated field and name it Sales filtered by category set with the following configuration:
IF [Category Set] THEN [Sales] END
3. Add Category to Columns.
4. Add Sales filtered by category set to Rows.
5. Right-click Category Set and select Show Set.
