Error: "Site role for user ... was not changed because there are insufficient licenses." When Assigning a User's Site Role for a Second Site

Issue

When attempting to assign or change a user's site role to a licensed role on a second site, the site role reverts to Unlicensed even though a success message is received.

Additionally, if the new user is being imported directly into the individual site using the Add Users button, and assigned a site role, the following error will occur:
Site role for user “<username>” was not changed because there are insufficient licenses.

    Environment

    • Tableau Server 10.4.0
    • Interactor-based licenses

    Resolution

    Option 1

As a Tableau Server Administrator, upgrade to Tableau Server 10.4.1. For more information, see Upgrading Tableau Server in Tableau Help.

    Option 2

Try one of the following workarounds to assign a user to the appropriate site role:
    • Promote the user's site role to Server Administrator and save the changes.
    • Demote the user's site role from Server Administrator, but before saving the changes, make the appropriate changes for each site role on each individual site.

    Cause

This behavior is related to a known issue (ID: 704366) which has been fixed in a recent release of Tableau Server.
