Error "The driver encountered an unknown error: org.postgresql.util.PSQLException: Connection refused." Installing Tableau Server

Issue

When installing Tableau Server, the installation might fail during the Initialization process with one or both of the following errors:

Component::InitError: Unable to init component Components::Wgserver (1 of 13): RuntimeError: The driver encountered an unknown error: org.postgresql.util.PSQLException: Connection refused. Check that the hostname and port are correct and that the postmaster is accepting TCP/IP connections. 

Or:

The driver encountered an unknown error: org.postgresql.util.PSQLException: Connection refused. Check that the hostname and port are correct and that the postmaster is accepting TCP/IP connections.

Cause

While there could be different root causes to this issue, the following two are the most common:
  • A permissioning issue prevented the tabsvc service from registering as a Windows Service. 
  • Due to hardware limitations, Postgres is unable to start, which results in a failure in the initialization process during installation.
