Error "The cluster is above its license capacity" in Distributed Environment

Issue
When you try to start Tableau Server after adding worker servers, the following error might occur:
*** The cluster is above its license capacity, some workers may be unlicensed.
Environment
Tableau Server
Distributed installation environment
Primary Tableau Server gateway also hosts Tableau data engine and/or repository
Resolution
Option 1:
Move the repository and data engine processes off of the computer hosting the gateway and onto one of the computers hosting a worker.
Option 2:
Reduce the total number of configured core licenses to be within the license's limit by reducing the number of cores configured on either the computer hosting the gateway or computer hosting the workers.
Option 3:
Add more cores to the license by getting a consolidated key.
Cause
For example, you cannot have 16 cores on a machine that is licensed to 12 cores. The cores for the computer hosting the Tableau Server gateway are not counted when the gateway is the only process configured on the computer. If the computer hosting the gateway is configured to run any other Tableau Server processes, that computer's cores are included in the total core count.
